ESMA consults on the DLT Pilot Regime

Following its call for evidence earlier this year, ESMA is consulting on draft guidelines on standard forms, formats and templates to apply for permission to operate a DLT market infrastructure. The proposed draft guidelines are:

  • Guideline 1 – outlines the minimum instructions that national competent authorities (NCA) should provide to market participants for submitting their applications to them; and
  • Guideline 2 – sets out how applications should provide information and documents requested by the NCAs.

The consultation closes on 9 September 2022 and ESMA will finalise the guidelines by 23 March 2023 (when the DLT Pilot Regime Regulation takes effect in the EU).
