Updated SEPA Rulebooks published

On 5 March 2020, the European Payments Council published  the updated rulebooks covering:

  • SEPA Credit Transfers,
  • SEPA Instant Credit Transfers,
  • SEPA Direct Debits, and
  • SEPA Direct Debits Business-to-Business.

They confirmed that these updated versions will be in force from 1 April 2020 and will remain in force until 21 November 2021.

The EPC is now also inviting stakeholders to submit change requests for these rulebooks. Responses received by 31 December 2019 will be considered, and updated versions and implementation guidelines published in November 2020, to take effect from November 2021.

The changes relate to an updated version of the Scheme Management Internal Rules which is now named the SEPA Payment Scheme Management Rules.  These rules refer to the use of a Dispute Resolution Committee (in place of the Compliance and Adherence Committee and the Appeals Committee).

The new committee will be responsible for complaints management and appeals for all EPC-managed payment and related schemes.

There are no further changes to the rules.
