EBA speaks on PSD2

At the same payments conference at which BoE spoke, Andrea Enria, Chair of EBA, spoke of EBA’s work on PSD2, specifically the technical standards it needs to produce. He noted there are 11 technical standards and guidelines to be produced, and that EBA has already consulted on over half of these. The most controversial is the standards on strong customer authentication and common and secure communication. EBA consulted on its thoughts, and received responses raising around 300 distinct concerns. EBA will include a feedback table on these with the new draft standards. Key changes will include the introduction of two new exemptions – one based on transaction risk analysis, the other for payments at certain unattended terminals. It will also increase the threshold for remote payment transactions to €30.
